Phillip Coyle, then Director of Operational Test and Evaluation (DOT&E) in the Department of Defense (1994-2001), released FY00 Annual Report criticizing NMD tests: "The Integrated Ground Tests (IGTs) conducted to date are by design being conducted using current configurations of element hardware and software and do not have all of the planned functionality of the initial deployment (C1) design. This has precluded a true assessment of the potential operational effectiveness of the system that is planned for deployment."
