Nuclear Terrorism Risks UCS Comments on the Department of Energy's "Advance Notice of Intent to Prepare an Environmental Impact Statement for the Global Nuclear Energy Partnership Technology Demonstration Program"

Dr. Edwin Lyman's submitted comments of May 8, 2006 opposing the DOE's proposed Global Nuclear Energy Partnership (GNEP) because it threatens to increase the likelihood of nuclear terrorist attacks and undermines the nuclear nonproliferation regime. The program centers on "reprocessing"—the extraction of plutonium and uranium from used, or "spent," fuel from commercial nuclear reactors. By extracting weapons-usable plutonium from highly radioactive spent fuel, reprocessing makes it easier for terrorists to obtain this dangerous material.
