The Union of Concerned Scientists has issued a statement by UCS Chair Kurt Gottfried warning that the Bush administration has "changed U.S. nuclear weapons policy" in a way that not only "increases the likelihood that nuclear weapons will be used," but threatens to encourage others to build and use nuclear weapons.
