Profile
As Research Director, Steven Clemmer works to identify the impacts of renewable-energy project implementation at the state and federal levels, the opportunities and barriers faced by renewables in electricity restructuring, and the potential for renewables to help curb global warming.
Before joining UCS, Clemmer was a policy coordinator for the Energy Bureau of the Wisconsin Department of Administration. There he led the production of a comprehensive state energy plan, provided analytic support on electricity-restructuring issues, assessed the economic and environmental impacts of energy policies and programs, and managed the development and implementation of five pilot projects under Governor Thompson's $1.1 million Low Income Energy Assistance Oil Overcharge Program.
In addition to co-authoring two recent UCS reports, Powerful Opportunity: Making Renewable Electricity the Standard and Powerful Solutions: Seven Ways to Switch America to Renewable Energy, Clemmer has written numerous articles on the economic and environmental impacts of renewable energy and energy efficiency in the Midwest.
