Presentation to the Blue Ribbon Commission on Interim Storage of Spent Fuel (08/19/2010)

David Lochbaum, director of UCS's nuclear safety project, was invited to appear August 19, 2010, before the Transportation and Storage Subcommitee of the Blue Ribbon Commission on America's Nuclear Future. Lochbaum's remarks focused on the risks of spent fuel stored at reactor sites in wet pools and dry casks.

Because both the probability of an accident and the consequences from an accident are higher when spent fuel is stored in wet pools compared to storage in dry casks, Lochbaum recommended that US policy and practices change from keeping the wet pools nearly filled with spent fuel to maintaining them near minimal inventories. The significantly reducted risk profile for the wet pools would more than offset the nominally high risk associated with having more dry casks onsite.
