Petition to NRC about recurring safety problem at Davis-Besse (04/2010)

Earlier this year, workers found evidence that at least two of the nozzles through the replacement reactor vessel head at Davis-Besse had cracked and leaked borated water. A similar discovery was made at Davis-Besse in 2002. The plant's operating license explicitly requires the reactor to be shut down within six hours after the onset of pressure boundary leakage, such as the leakage of borated water through cracked nozzles in the reactor vessel head. That requirement forms the safety standard for protection of public health and safety, yet Davis-Besse has repeatedly violated it. UCS petitioned the NRC to prevent Davis-Besse from restarting until there is reasonable assurance that the reactor will operate within rather than outside of applicable safety standards.
