NRC Should Strengthen Safety and Security for New Reactors

Presentation to NRC Commissioners

UCS's Nuclear Safety Project Director, David Lochbaum, made a presentation to the NRC Commissioners on October 16, 2006, on safety and security needs for new reactors, if any are ever built. His recommendations included developing a Reactor Oversight Process styled analog for use during the construction phase, revamping how the NRC investigates allegations of harassment and intimidation to produce timely outcomes, imposing mandatory—not voluntary—security requirements during construction, and requiring new reactor designs to be less vulnerable to sabotage and acts of terror.
