On February 3, 2009, Iran placed a small satellite in orbit for the first time. Analysts have questioned what technical characteristics the Safir 2 launch vehicle would require in order to place a 27-kg satellite in orbit if the launcher has only two stages, as Iran claims. Modeling shows that the level of technology assumed for the North Korean Nodong and Taepodong-1 missiles, which is essentially improved Scud technology, is not sufficient. This paper examines the possibility of such a launcher using technology that is somewhat more advanced.
