Dr. Kulacki describes the historical and political context for current discussions between the US and China on cooperative space ventures, explaining why the Obama administration's overtures seem to be meeting a tepid response and enumerating the hurdles the U.S. will need to overcome if it seeks meaningful engagement from China.
