In the interest of safeguarding U.S. national security and reducing the nuclear threat, the Senate should ratify the Comprehensive Test Ban Treaty (CTBT). The CTBT will bolster global nonproliferation efforts and help prevent the spread of nuclear weapons, and is effectively verifiable. Moreover, the United States has never used—and does not need—nuclear explosive testing to ensure the reliability of its arsenal.
