The Union of Concerned Scientists seeks an efficient, organized and energetic individual to provide a broad range of program and administrative support for the Clean Vehicles program in Washington, DC.

Transportation remains one of the most heavily oil-dependent and polluting sectors of the American and global economy.  Smog-forming, soot, and global warming emissions from our nation’s autos, trucks, planes, trains, tractors and buses are a threat to human health and the environment and that can and must, be addressed through a range of government, industry and consumer actions.  The UCS Clean Vehicles program is a recognized source for consumers, regulators, and policy makers alike to provide the fact-based, solution-oriented, innovative ideas that will help transform the transportation industry into a responsible, profitable partner in protecting our environmental, health, and energy security.

Job Responsibilities
The Clean Vehicles program assistant will work as part of a team of experienced organizers, analysts, and lobbyists on a number of public outreach, issue research, and lobbying efforts, including:

  • Online Research & Outreach: The Clean Vehicles program maintains a number of distinct, cutting-edge web resources such as the award-winning HybridCenter.org and the Clean Vehicles portion of the UCS organizational website.  Updating, maintaining, and bringing new materials and ideas to broaden the value and appeal of our online resources will be a key responsibility. 
  • Administrative Support: Including compiling information, answering phones, conducting routine correspondence, distributing mail, making travel arrangements, scheduling, copying, filing, filling in periodically for the DC office assistant, and helping staff members meet financial and time-tracking deadlines.
  • Maintaining contact and overseeing information dissemination to our national alliances: Including drafting and loading action alerts and regular newsletters for our activist base of over 150,000 nationwide, as well as our Driving Change Network of advanced vehicle drivers and enthusiasts across the nation.  The assistant will also be responsible for writing our internal program updates to be distributed internally to all of UCS staff. 
  • Tracking key industry and policy maker activity to help forward our transportation agenda.  Including online research of automakers, the fuels industry and other relevant policy actors.  This research will be conducted in support analytical staff in the research, writing and dissemination of reports, fact-sheets, and analyses.

Skills, Knowledge, & Experience
As the program is quite dynamic, the program assistant may have significant opportunity to take on new projects as fits his or her skill set.  Strong web research skills, organizational abilities and good written and oral communication skills are needed. Familiarity with website content management systems and online action tools a plus, but not required. Also needed are excellent personal relation skills, including an ability to work both independently and in teams, and to interact professionally with individuals with a wide range of skills and responsibilities. Bachelor’s degree or equivalent is required, knowledge of transportation issues a plus.  A minimum of two years of relevant experience is strongly preferred, preferably in a non-profit setting.

Energy Modeler
Clean Energy Program

The Union of Concerned Scientists (UCS) is seeking an Energy Modeler to conduct analysis and modeling of clean energy and global warming policies at the state, regional and national level.  The candidate will work with a multi-disciplinary team in our Clean Energy Program to advance strong clean energy policies. Candidates must have a solid background in energy modeling and the energy field in general.

UCS is a leading science-based nonprofit organization working for a healthy planet and a safer world. UCS was founded in 1969 and currently has a membership and activist base of more than 100,000, a staff of over 100, and offices in Cambridge (MA), Washington (DC), and Berkeley (CA).

Responsibilities:  Under the direction of the Clean Energy Program Research Director, the Modeler will:

  • Conduct modeling and spreadsheet analyses of proposed renewable energy, energy efficiency, and global warming policies at the state, regional, and national level
  • Quantify energy, economic, environmental, and public health impacts of proposed policies
  • Assist UCS staff in reviewing and developing model assumptions
  • Identify and make model modifications, where appropriate
  • Acquire and maintain energy and electricity sector models
  • Maintain regular contact with modelers and energy analysts from other organizations and government agencies to keep up to date on the latest analyses and model developments
  • Review analyses from other organizations and government agencies
  • Assist UCS staff in writing reports, papers, and fact sheets highlighting the results of various analyses
  • Prepare and give presentations on modeling results and reports at conferences and meetings

Qualifications:  Knowledge of energy and electricity sector models, and their application for analyzing renewable energy, efficiency, and electricity technologies, markets, and policies.  Applicants should possess an advanced degree in engineering, mathematics, computer science, economics, or related field, or equivalent experience. Strong quantitative, analytical, and research skills are required. Proficiency with computer models, spreadsheets, word processing, and presentation software is necessary.  Familiarity with energy efficiency technologies, policies, costs, and benefits is helpful.

Experience:  Position requires at least 2-3 years of experience using energy and electricity sector models, with more experience preferred. Familiarity with and experience using the Energy Information Administration’s National Energy Modeling System and electricity capacity expansion models is highly desirable. Computer programming experience and skills are also strongly preferred.

Program Assistant
Climate Program and Invasive Species Project

The Program Assistant helps with many aspects of UCS’s work on invasive species and climate change. These include research; outreach to activists, scientists, Capitol Hill, and the public; creating and preparing materials for the website and other audiences; database management; and other special projects as needed. The Program Assistant also provides administrative support, and specific support for the scientific staff, as needed. 

Research:  Conducts web, database, library, and other research on selected issues to support the work of both the tropical forest and climate and the invasive species work. May regularly monitor a range of publications for events, news, and recent research on related issues, disseminating these as appropriate. Researches and drafts short articles for UCS’s website and internal and external UCS publications.

Activist, Scientist, Congressional, and Public Outreach: Assists in the development, production, and distribution of action alerts, sign-on letters, and calls-to-action for scientists, activists, key constituencies, allies, members and committees of Congress, and the general public. Provides logistical support for – and participates in – events such as Washington, DC, Education Days and skill-building workshops. Creates fact sheets and other materials to distribute to congressional offices. Tracks relevant legislation and provides updates as necessary.

Administrative Support
Provides general administrative assistance as needed, including: scheduling meetings; taking and disseminating minutes of meetings; maintaining contacts lists; budget tracking; renewing and monitoring journal subscriptions; making travel arrangements; copying; filing; sending mailings; etc. Responds to information requests and correspondence to UCS. Maintains familiarity with other UCS programs and coordinates with the work of other departments.  Provides back up to DC front desk as necessary.

Writing and Communications: Drafts fact sheets, web pages, email updates/announcements, figures and tables for publication. Works with internal communications, web staff, and contractors to ensure web site content and links are up-to-date. Monitors web pages, suggesting and coordinating the posting of updates and new materials and graphics. The ability to multi-task among the three projects is essential. Coordinates among three supervisors and keeps everyone informed about program assistant activities.

Database and Spreadsheet Maintenance:  Tasks include data entry and analysis, maintaining the integrity of the data, and producing queries, reports, email lists, , and other output. Analyzes and reports on website and action alert usage statistics. Works to further develop the effectiveness of databases for research, outreach, and advocacy.

Performs other duties and tasks, as assigned.

BASIC KNOWLEDGE AND SKILLS
A bachelor's degree or equivalent training and experience are required.

Applicants should have demonstrated strong administrative, organizational, and multi-tasking skills and have the ability to work independently as well as be an integral part of a team. The position requires self-motivation; good research and interpersonal skills; attention to detail and commitment to accuracy; familiarity with office operations; intermediate level skills in word processing, Internet browsers, spreadsheets, and database use/maintenance. Demonstrably excellent written communication skills are essential.

EXPERIENCE:
A demonstrated interest in and passion for work that serves the public interest and the specific mission of UCS. A minimum of two years of relevant experience as a program, administrative, or research assistant, preferably in a non-profit setting. Understanding of web-based, library, and other research techniques plus website and database maintenance. Education in climate science, ecology, and/or invasion biology is strongly preferred. Familiarity with advocacy, outreach, and the US legislative process, is helpful, but not required. Knowledge of Portuguese, Spanish, or French helpful, but not required.  On-the-job training of six months is needed to become familiar with UCS personnel, programs, and procedures.

Background in environmental science and/or policy and experience with non profits strongly preferred.  This position requires excellent interpersonal skills and will work closely with other internal departments (I.e., finance, executive and  human resource staff). 

Program Assistant
This position provides administrative, budget management, scheduling, problem-solving and research support to the Food & Environment Program and provides backup to the Front Desk operation. Position requires a minimum of two years of progressively responsible relevant experience as an administrative, executive or research assistant, preferably in a non-profit environment. 

Both positions require excellent communications skills,  the ability to work effectively as part of a team and to be proactive and solution-oriented. Ability to multi-task and meet deadlines, excellent computer and organizational skills with high level of attention to detail and follow-through.

Scientist/Agroecologist
Food and Environment Program

The Union of Concerned Scientists (UCS) is seeking an agroecologist for the Food and Environment Program’s exciting campaigns advocating fundamental changes in government policy, corporate practices, and consumer choices to enable America’s farmers to produce healthy food in a safe and sustainable manner.

An independent nonprofit alliance of more than 100,000 concerned citizens and scientists, UCS, for over 30 years, has creatively and successfully combined rigorous scientific analysis and passionate citizen action to gain a cleaner, healthier environment and a safer world.

Duties: The successful candidate for this position will work with the Food and Environment Program staff—scientists/policy analysts, lawyer, lobbyist, and outreach organizer—to transform U.S. agriculture by encouraging and enabling sustainable food systems; exposing and correcting defects, in the current industrial food production system, including the impacts on climate; and changing public opinion of industrialized agriculture.

In particular, the new scientist will:

  • research and write technical and policy reports that advance the program’s advocacy goals, particularly on agriculture and climate issues;
  • provide research and other technical support to advance program goals promoting sustainable food systems;
  • research and write technical comments, statements, and testimony on program issues;
  • participate in developing campaign goals, strategies, and tactics; and
  • represent UCS in scientific, press, and public sectors.

Basic knowledge and abilities desired:

  • Comprehensive knowledge of the scientific and public policy issues associated with agriculture and climate
  • Ph.D. in an agricultural or biological science, preferably agroecology, and including expertise in agriculture, soils, climate gases, modeling, and a strong background in chemistry
  • Capacity to conduct full life cycle analyses of agricultural systems in terms of their contributions to greenhouse gases
  • Understanding the role of science and advocacy in shaping public opinion and policy debates
  • Strong analytic and project management skills
  • Excellent writing and public speaking skills
  • Ability to communicate and work effectively in groups

Experience desired:

  • Three or more years of progressively responsible experience in scientific and/or public policy work in agriculture and climate
  • Familiarity with public policy process regarding agriculture and climate

Risk Analyst

The Union of Concerned Scientists (UCS) is seeking a Risk Analyst to use risk-analysis methods to evaluate energy resource and global warming mitigation options. We seek to better evaluate, document and communicate the benefits of efficiency and renewable energy strategies to hedge against future risks associated with emissions, fuel prices, and other factors. Evaluate costs, benefits and risks of decisions to invest in or delay decisions on new power plants, from perspective of utilities, regulators, investors, and large corporate energy consumers. The candidate will work with a multi-disciplinary team in our Clean Energy and Climate Change Programs to advance strong clean energy and climate policies and regulations. Candidates must have a solid background in risk-analysis and valuation methodologies, with knowledge of energy technologies and decision-making preferred.

  • evaluate energy portfolios consisting of mix of demand-side management and energy supply options; quantify and communicate benefits of demand-side and supply-side options, especially renewable energy technologies, as hedges against risk;
  • critique planning methodologies of utilities, regulators, and independent analyses of energy scenarios;
  • analyze the risks of future regulations on carbon dioxide emissions, increasing financing and capital costs, higher fuel and transportation costs, natural gas price volatility, and other potential risk factors;
  • help upgrade the treatment of risk in UCS economic and environmental analyses;
  • provide comments and testimony in utility long-term planning and procurement proceedings for new generation,;
  • incorporate the information into reports, facts sheets, and white papers;
  • write testimony for coal plant proceedings;
  • develop and deliver presentations to the financial community, businesses, policymakers, and the media; and
  • train other advocates and grassroots groups for use in coal plant campaigns.

Qualifications:  Knowledge of options and decision analysis and other risk analysis methods, and ability to apply to analyzing the risks of energy alternatives. Applicants should possess an advanced degree in business, finance, economics, mathematics, engineering, or related field, or equivalent experience. Strong quantitative, research, and communication skills are required. Proficiency with computer models, spreadsheets, word processing, and powerpoint is necessary. Knowledge of energy technologies and economics is a major plus.

Experience:  Position requires at least 1-3 years of experience conducting and understanding risk analysis.  Experience working with the financial community is highly desirable.

Foundation Relations Officer

The Position
This is a new position to expand the current Foundations Team of 3.5 Development staff in order to take advantage of new opportunities. The Foundations Team FY 2008 goal is to raise almost $6 million 

Responsibilities

  • Coordinate strategies with program directors and staff and schedule the drafting and editing of high quality inquiry letters and proposals for timely submission in assigned portfolio. In consultation with the Director of Foundation Relations initiate discussions with program directors, Deputy Finance Director, and Executive staff, as appropriate, to identify new opportunities and resolve outstanding questions and/or other issues to ensure smooth proposal process.
  • Assist staff in the creation and review of UCS and program/project budgets as required for proposals. Where appropriate contact foundation program officer regarding special requirements and/or questions. Edit and proof these and other supporting documents to accompany proposals according to foundation formats.
  • Initiate and/or maintain strong relationships with foundation trustees and/or program officers in assigned areas. Stay apprised of changes in foundation priorities/interests, answer inquiries, and strengthen relationship through telephone contact or meetings.
  • Coordinate a range of stewardship activities including site visits, meetings with UCS President, and special mailings of reports and/or policy developments to further develop and maintain close ties with portfolio foundations.
  • In consultation with Director of Foundation Relations participate in formulation of portfolio fundraising strategies to both maintain and diversify portfolio foundations. Identify prospect screens and opportunities for further research by Development Researcher, recommend follow-up strategies, and help coordinate assigned activities with UCS board, program, and other UCS staff.
  • Draft, edit, and prepare for submission required interim and final narrative and financial reports, incorporating required formats and reporting periods. Write and/or edit appropriate cover letters, abstracts, and summaries. Edit and proof all relevant report attachments.  
  • Develop/maintain familiarity with all UCS program areas and organization priorities per annual strategic guidance and five year strategic plan; assist other Foundations staff in producing proposals and reports across all program areas as necessary to maximize cultivation opportunities and meet multiple deadlines.
  • Utilize the Blackbaud foundation information system for moves management tracking and cultivation and prospecting purposes.

Qualifications and Experience
Position requires excellent writing and interpersonal skills. Technical expertise in each UCS program area is not required, but the ability to organize and translate complex science and conservation concepts in assigned program areas into accessible language is highly desirable. Intellectual curiosity is a must. Minimum of three years experience in a closely related profession such as a grant writer, non-profit organization program officer, marketing, or communications specialist is required.

The Position:
SUMMARY OF RESPONSIBILITIES: 
Under the direction of the Climate Program Director, and in close coordination with relevant Program, California and Federal Climate Campaign staff, develop, lead, and manage UCS efforts to advance climate policy in California and the western region. This includes: effective communication and collaboration with UCS program directors and staff working on climate issues; development of an integrated strategy and annual work plan for the CA Climate Campaign; drafting and management of CA Campaign funding proposals; management and supervision of California Campaign staff; and membership on the UCS Climate Campaign Committee.

  • Serve as lead UCS spokesperson on climate related issues in California and the Western states. Represent UCS in public forums, at conferences, with the media, before professional associations and in other settings. Look for opportunities to increase UCS visibility on climate policy in California.  Support and strengthen visibility and leadership opportunities for other relevant UCS staff on California and Western states climate science and policy. 
  • With CA climate staff, develop a climate campaign strategy and plan that integrates all aspects of UCS climate science and solutions work across sectors, and generally further UCS climate policy objectives.
  • Identify and, as appropriate, develop opportunities to leverage California climate science, impacts work, and policy learning to help strengthen sound science-based climate policies in other Western states, as well as nationally and internationally.
  • Establish and maintain strong working relationships with relevant experts and influential stakeholders at other institutions to exchange information, share resources, and generally strengthen UCSs leadership role on climate policy, science, and impacts in California and the Western states.  Routinely exchange information, share resources and engage in any collaborative activities needed to further program or organizational goals. Identify and, as appropriate, engage new allies, constituencies, and coalitions. As appropriate, lead and/or coordinate coalitions to advance common climate policy objectives.
  • Guide and ensure high quality and effective implementation of the scientific, communications, outreach, and advocacy components of this campaign, and its integration into the UCS cross-program climate campaign to build strong California and western region climate policies and strong federal policies. 
  • In coordination with other members of the California Climate Campaign team, work to support, refine, and implement activities aimed at leveraging UCS analytic and scientific resources to support priority climate policy objectives. Consistent with priority policy and outreach objectives, cultivate and maintain relationships with relevant stakeholders, including but not limited to business leaders, public health community, and other opinion-leaders.
  • Work with Federal Climate Campaign staff to ensure effective coordination and integration of California and federal climate policy initiatives.
  • Maintain appropriate knowledge of scientific developments, trends, and policy developments on key issues relevant to UCS work on climate change impacts and other key aspects of global change. Maintain current and thorough knowledge of climate science, policy initiatives, and processes across the region.
  • Manage California climate policy budget. Coordinate or lead in the hiring and supervision of staff, consultants, and interns.
  • In coordination with UCS Development staff, lead California climate-related funding activities. Craft grant proposals and reports.
  • Provide effective supervision of Campaign staff including providing guidance, feedback, support and annual progress reviews for each staff member. 
  • Participate as a member of the UCS cross-organizational Climate Campaign Committee.

BASIC KNOWLEDGE AND SKILLS
Position requires high-level knowledge of climate change policy, politics, science and economics; strong ability to understand the role of technical analyses and advocacy in shaping public opinion and policy debates; excellent public and media relations capabilities; a demonstrated ability to work and interact effectively in teams and to liaise with board members, government officials, and others in the NGO community; exceptional oral and written communication skills; and the leadership ability needed to effectively manage an action-oriented campaign and multidisciplinary team. 

EXPERIENCE
Work requires a strong background in climate change policy and/or research, at least five years of progressively responsible related experience, including communicating climate policy and/or science to non-specialists and leveraging scientific and technical expertise to support economy-wide and sectoral climate policies.  Supervisory and/or team leadership experience along with budget and project management experience is essential.
