Felicia Marcus is an attorney and consultant, with a history of service in government, the nonprofit world, and the private sector. In government, she served as former chair of the State Water Resources Control Board in the Brown Administration. Before her appointment to the Water Board she served as the Western Director for the Natural Resources Defense Council, the Executive VP/COO of the Trust for Public Land, and served as the Regional Administrator of the USEPA Region IX in the Clinton Administration. Prior to that, Felicia headed Los Angeles’ Department of Public Works. Felicia came to Public Works after extensive experience as a public interest lawyer and community organizer in Los Angeles.
